The Federal Office for the Safety of Nuclear Waste Management (BASE) is the competent authority for granting the package design approval for packages requiring competent authority approval as well as for packages containing fissile material and which are not excepted from the applicable approval requirements for fissile material. The demonstration of compliance with the applicable provisions is essential for granting a package design approval. The procedure for approval of package design in Germany is described in Guideline R 003. A chart schematically shows the process beginning with the application and ending with the grant of the approval. Furthermore you will get additional advice on the design approval procedure.

Storage/Transports Guide for the preparation of a safety report

Within the approval procedure the compliance with the applicable national and international provisions for a package design for the transport of radioactive material must be proven. According to the guideline R 003 the proof must be submitted in the form of safety report. Thereby, the Technical Guide “Package Design Safety Reports for the Transport of Radioactive Material” serves as the basis for the preparation of a safety report.

In the 2012 edition of the Regulations for the Safe Transport of Radioactive Material (SSR-6), the International Atomic Energy Agency (IAEA) revised the provisions for the transport of fissile material. The guide for the transport of materials containing fissile nuclides is to facilitate the application of the provisions that are effective from 2015.

Storage/Transports Validity periods of package design approvals

According to the Guideline R 003 for the design approval procedure for packages for the transport of radioactive material it is generally intended to issue an approval for 3 years. However, it is possible to authorize other validity periods if applied for and justified by the applicant.
